- The National Assembly has not passed a constitutional amendment to allow expropriation without compensation.
- The ANC failed to muster the required two-thirds majority, as both the DA and EFF voted against the bill.
- EFF leader Julius Malema encouraged illegal land grabs.
The National Assembly couldn’t pass the amendment to Section 25 of the Constitution to allow for expropriation without compensation.
The ANC failed to muster the required two-thirds majority as neither the DA nor the EFF supported the amendment.
In the end, 204 MPs voted in favour of the bill and 145 against, with no abstentions. A total of 267 votes is required for a two-thirds majority.

Level 2 warning for thunderstorms, severe weather conditions in SA


In a statement on Monday, City Power assured Johannesburg residents that there were standby teams on high alert to respond to power interruptions.
The South African Weather Service (Saws) has issued a watch for severe weather conditions expected to hit parts of the country from Monday.
Thunderstorm activity has been observed over northern parts of Gauteng, highveld of Mpumalanga, northern Free State and western North West province from Monday afternoon.
“Severe storms are possible over the central interior from this afternoon [Monday] spreading eastwards during this evening,” it said in a statement.
“Yellow level 2 warning for severe thunderstorms expected over parts of the central and eastern interior today [25 October 2021] which may produce heavy downpours, hail and strong to damaging winds. Storms are expected to develop over North West and Free State spreading east from late afternoon.”

THE BLACK Business Council (BBC) last week changed guard at its executive level where it elected Elias Monage as President to replace Sandile Zungu.null
Also into the new executive is Gregory Mofokeng, who is vice-president: Organised Business, while Yvonne Maitin was elected vice-president: Professionals.
Tilson Manyoni is the head of policy while Princess Tsakani Nkambule was elected treasurer-general.
The BBC is the over-arching confederation that represents black professional, business associations and chambers. The primary purpose of the BBC is to lobby government on policy-related matters and to play an advocacy role where policies are in place in order to accelerate the participation of black business in the mainstream economy.
President of Business Unity South Africa (Busa) Sipho Pityana urged the new BBC executive to carry the torch of uplifting small business to avoid the resentments that contributed to the widespread looting and destruction last month.
Pityana said the unrest carried lessons that poverty and high rates of unemployment created resentment in the masses of an economy that excluded them.
“Black business has to be part of the answer for the people,” Pityana said, highlighting that advocacy organisations such as the BBC and Busa had a mandate to translate people’s aspirations to the policy framework.

South Africa is losing skilled workers faster than it can hire replacements from abroad, sparking a wave of concern amongst some of the biggest companies in the country. That’s according to Marisa Jacobs of Xpatweb, who claimed this week that an ’emigration exodus’ of highly-trained workers is creating a brain drain on our shores.null

Jacobs has identified that many South Africans are choosing to pursue international opportunities, in order to earn more money and potentially create opportunities for their families back home. However, as our best and brightest flock overseas, the same enthusiasm for skilled workers to ply their trade in SA is missing:
“It cannot be ignored that a contributor to the ever-increasing skills shortages in South Africa, is the exodus of skilled and experienced professionals moving abroad. Their motivation is to pursue international exposure, take advantage of earning a foreign currency, gain global experience, and create opportunities for their families.”

Speaking to theReporter, the District Administrator of Mokhotlong Serame Linake said the bucketing torrents experienced since Wednesday had caused massive damage to infrastructure, as four footbridges over the Khubelu River have all been washed away.
Many parts of the country suffered massive flooding and most rivers burst their banks as a result of torrential rains that hit the country this week, as earlier predicted by the Lesotho Metrological Services.
Linake said another footbridge over the Senqu River has also been destroyed by the storms.
“It has also been reported that Tlhanyaku Clinic has been blooded. Fortunately, no fatalities have been reported so far,” Linake said.
The District Administrator of Thaba-Tseka, Masheane Raphoolo, said he had received reports that the floods had washed away fields while several roads and bridges have also been affected.
Raphoolo was still investigating the full extent of the impact of the downpours, but he said there were no reports of drownings.
Ndiwuheli Ndlomose, the DA of Leribe confirmed that the Kota vehicle bridge on the Tṧehlanyane road has collapsed.
“We have reported the destruction to the ministry of roads because it falls under that ministry,” Ndlomose said.

CAPE TOWN – The family of slain Heinz Park Primary School teacher Thulani Manqoyi in Philippi believe his killing may have been planned, as the suspects allegedly held security guards at gunpoint before going to his car and shooting him in the head and shoulder.Slain Thulani Manqoyi
Manqoyi’s murder has left the education fraternity, which continues to grapple with the scourge violence, in shock.null
The 53-year-old had pulled into the school’s parking lot at about 7.45am on Tuesday when he was ambushed and shot dead inside his car.
Earlier this month Bloekombos High School’s principal Ntombizandile Goniwe received death threats when a car reportedly following her was seen parked outside the school premises.
Goniwe has been placed on special leave by the Western Cape Department (WCED) and is still at a safe house.

A 53-year-old principal from Mooifontein Primary School in Zastron, in the Free State, has succumbed to gunshot wounds.
Andile Ketso was shot by unknown suspects in Zastron.
Free State Department of Education said Ketso started the teaching profession in 1992 and was a Physical Science teacher at Lere-La-Thuto Secondary School before he was promoted as a principal.
The Free State Education Department has shared its condolences with the family members, learners and colleagues of a school principal who was gunned down at Zastron in the Free State.
Spokesperson, Howard Ndaba says the Department has lost a dedicated teacher who always strived for quality results.
Ndaba also condemned violence at schools, and called on all management teams, school governing bodies, and learners to strengthen school safety and build relationships with police.
