ELECTRIC LOCOMOTIVES FOR TRANSNET
Transnet says locomotives deal was fair:
STATE-owned logistics group Transnet on Thursday said it was confident of the “fairness” and “openness” of the processes that led to the awarding of a R2.6bn contract for 95 electric locomotives to a Chinese manufacturer.
The Public Protector is to investigate the deal with Zhuzhou Electric Locomotive Company, a subsidiary of CSR Corporation, after a complaint was lodged in December by the Cape Town-based Workers International Vanguard League.
The Marxist league compared the Transnet contract to a similar Chinese train tender in Namibia that also drew the attention of graft-busters.
Last year, Transnet awarded the tender for the supply of the locomotives to a consortium comprising Zhuzhou and local black economic empowerment (BEE) consortium Matsetse Basadi. Zhuzhou will get 70% of the deal and the remainder will go to the local consortium.
The deal, which marked the first time Transnet had procured locomotives from a Chinese manufacturer of original equipment, is part of a R300bn upgrade to railways and ports to overcome freight bottlenecks.
The first 10 locomotives will be assembled in China and delivered by December 2013.
